Yes. A perfume container with a maximum capacity of 100 ml can generally be carried in cabin baggage, provided it follows the airport liquid rules and fits with your other liquids inside the required transparent, resealable bag.
Both Air India and IndiGo currently publish a maximum of 100 ml per liquid container for ordinary cabin baggage screening.
Does exactly 100 ml count as allowed?

No. The 100 ml figure applies to each individual container. Multiple compliant containers may be carried if all of them, together with your other liquids, fit inside the prescribed 1-litre bag.
